Evaluation should be
planned and timetabled in to all bid processes. Surprisingly it is often
overlooked in lieu of just getting the writing on time; it is not worth the
risk doing this!
The first step is to
timetable the evaluation in to your bid plan. I would suggest that leaving a
week for evaluation at the end of the process is best practice. This gives
enough time for a comprehensive evaluation, as well as to make changes that are
recommended.
The next step is to get
the right people to evaluate the bid. My suggestion would be one person to
review the whole bid and subject matter experts to review specialist sections.
In addition, potentially after changes have been made post-evaluation, have one
proof-reader to check spelling and grammar.
An important note with all
of the above is to give the evaluators clear guidelines and authority on what
they can do. Ideally you want the evaluator to have the final say on how the
bid should look, i.e. their word is law!
